I also don't see where it negates it being twice licensed at 16 mores or not, if it isa single 8 core or tow processor 4 core system. I'd actually like clarification on that, it would seem to me it's a minimum core count per server, but not a minimum licensing count because what you're saying is that I need a 32 core licenses if I want to run 4 instances on a single 8 core processor.

Am I right? You need to license based on the number of cores on the physical server, min per license is 16 cores if server have 4 cores or 8 cores, you still need to buy 16 core licenses. You do not need to license the host. Then i would also recommended you to change your supplier as well asking you to buy stuff you do not need. You could just add a new VHDX to your current VM's, move the data you need over to that and then just build a new Server OS drive and boot the VM from that and then adjust any settings as necessary.
